The Virginia Early Childhood Foundation (VECF) is a statewide non-profit public-private partnership with the vision that every child in Virginia will enter kindergarten healthy and ready to succeed in school and in life. Its mission is to foster a coordinated, comprehensive system of state, local, public and private resources to strengthen the ability of all Virginia families to provide a “Smart Beginning” for children from birth to age five. In partnership with key state agencies, VECF’s primary goal is to support the work of local communities in strengthening their early childhood systems. The Foundation provides competitive grants and technical assistance to local early childhood initiatives formed to build capacity and infrastructure in local communities for equitable delivery of high quality early childhood programs.

The Virginia Early Childhood Foundation, together with the Virginia Department of Education (VDOE) and University of Virginia, was awarded a 3 year grant Federal Preschool Development Grant in January 2020. This funding will provide critical resources for promoting and developing early childhood education in the state of Virginia. In order to administer this grant and other related activities, VECF is looking for an organized leader to effectively and efficiently oversee operational and fiscal functions of the initiative and contribute to operational success of VECF’s other grant-funded work. A successful candidate will be able to communicate effectively, think strategically, plan thoughtfully and create and implement systems of operations which will accomplish the mission of the organization. Crucially, this person must be able to think in the big picture, love getting into the details and adapt easily to change.

This person will work out of our conveniently located office in Richmond, Virginia, have significant exposure to VECF executive leadership and will have professional development opportunities. They will be a part of the Finance and Operations Team within VECF. This role will be performed remotely until VECF staff return to the VECF office in Richmond. Reopening of the office for onsite work will depend on evolving guidance from the state and management decisions. It is preferred that the candidate work in the Richmond office but we are open to considering a remote option.

Job responsibilities:
● Grant Management – Manage budget and timeline for all assigned VECF grant-funded obligations and commitments
● Implementation – Ensure the proposed vision is implemented on the ambitious proposed timeline; troubleshoot and identify needed course corrections for a successful implementation
● Communication – Serve as a VECF team member/point of contact among key PDG implementation partners – VDOE and UVA
● Reporting – Ensure accurate and timely fiscal and programmatic reporting, communication, invoicing/billing, etc. with fiscal agency and funder
● Tactical Operations – Manage and ensure smooth operations of grant-funded functions including MOUs, receivables and payables (bookkeeping), technology and platforms, task-specific vendors, event coordination
● Improvement – Problem-solve and strategically plan for present and future quality assurance, efficiency, and accountability.

Required Qualifications:
Minimum Qualifications: • Minimum Bachelor Degree in related or specialty field ● 5+ years proven track record of successfully working in project and budget management and working with a team ● Demonstrated commitment to equity and inclusion ● Strong written and oral communication skills; including experience with public speaking ● Outstanding organizational skills and ability to meet strict timeframes ● Ability to successfully work with diverse populations, including those economically at-risk ● Willingness to travel throughout Virginia with possibility of some overnights ● Proficient technology skills in Word, Excel and PowerPoint Preferred Qualifications: ● 10+ years of proven success in project management and budget management ● Knowledge of early care, education and community systems at the local, state and/or federal level ● Masters degree in related or specialty field
