About the Mixed-Delivery Coalition: The Henrico Mixed-Delivery Coalition seeks to expand access and availability of preschool services in the county. This initiative will provide preschool services for up to 16 four-year-olds each year over two years, in up to four private community-based child care centers. These centers are located in underserved, high needs neighborhoods, including those with high populations of English-language learners. The Coalition will use an innovate mixed-delivery approach that includes: an integrated finance model with multiple funding sources and an intense coaching model based on CLASS observations and teacher incentives, while addressing the needs of families for high quality preschool during the full working day and over the summer. This initiative will focus on families with children birth to age three through leveraged funding. The Virginia Early Childhood Foundation (VECF), in consultation with the Virginia Department of Education (VDOE), awarded a two-year $250,000 grant to the Henrico Mixed-Delivery Preschool Coalition to expand access to high-quality preschool for at-risk children through partnerships with community-based early childhood programs. Position Summary: The Henrico Mixed-Delivery Coalition is seeking a program management professional who believes strong preschool programs make strong communities. The Coalition is committed to expanding and creating high quality preschool educational programming by supporting training and professional development for local providers. This position reports to the Mixed-Delivery Coalition and will be housed with the Henrico Education Foundation in its role as fiscal agent for the grant. The Henrico Mixed Delivery Executive Director is responsible for managing the implementation and grant requirements of the Henrico Mixed-Delivery Preschool Coalition grant. Coalition partners include: Smart Beginnings, Virginia Child Care Association, Starling International, Henrico Education Foundation, Henrico County Public Schools, ChildSavers, CA Human Services, Child Care Resources Inc., Kinder-Care, Commonwealth Catholic Charities, Community Idea Station, Henrico County Public Library, Henrico Department of Social Services, Bundle of Joy and Henrico Health Delivery. This position is also responsible for the collection and analysis of progress and outcome measures associated with the grant. The expected accomplishment of this position is to ensure the Henrico Mixed-Delivery Preschool Coalition will meet all grant requirements and provide an exceptional experience for the funder and partners while also expanding access to preschool services through improved coordination, quality, and data-driven decision making. The position is a two-year, part-time (29 hours per week) grant funded position.

Duties and Responsibilities of the Mixed-Delivery Coalition Executive Director:
• Manage all aspects of meeting grant requirements and general grant administration functions as billings, tracking expenses, drafting memorandum of agreements, budget amendments, plan change, program evaluation, etc.
• Sustain a positive collaborative model by coordinating and facilitating regular meetings with grant partners to monitor progress and troubleshoot any challenges.
• Serve as study liaison for 3rd party evaluator, responsible for handling all matters relating to the study, including assistance with contacting program staff about the study activities, collecting consent forms for children, and scheduling the child assessments.
• Establish process and method to collect program data from grant partners, analyze data and information for program effectiveness and provide status reports to Henrico Education Foundation Executive Director/CEO.
• Track and compile expenditures for the Henrico Mixed-Delivery grant and for grant partners to ensure timely grant reporting to VECF.
• Document success stories and significant learnings that will inform other public-private partnerships and that support fundraising and public relations initiatives; Create reports that respond to the unique interests of various audiences.
• Participate in approximately three (3) meetings per year with other Mixed-Delivery grantees across Virginia.
• Maintain collegial relationships with management and program partners; Neutralizing potentially competitive or adversarial relationships; Creating a culture of collaboration and mutual responsibility among colleagues

Required Qualifications:
Education/Experience/Skills/Qualifications: • Education/Experience: Master’s Degree preferred, and at least seven years of experience, directly or combined, in early childhood development, childcare management, public school administration, grants management, or related experience that will provide the required knowledge, skills, and abilities. • Grant Administration: Proven track record in project management and grant administration including but not limited to local and state government grants, federal funding requests, and funding requests to private and family foundations • Project Leadership: Experience in planning, leading, and managing projects, including coordinating with multiple stakeholders to achieve desired outcomes, and tracking and reporting on progress. • Entrepreneurial Spirit: Takes initiative and actively seeks to deepen current stakeholder relationships and to forge new ones. • Communications: Skilled in creating powerful, compelling written and oral communications. Ability to convey complex ideas through brief and concise materials. Experienced at presenting materials to external audiences. • Collaboration: Effective at working with partners in diverse and complex networks to reach common goals and objectives. • Relationship Building: Skilled at establishing and cultivating strong relationships both internally and externally – including individuals and stakeholder groups. • Tech Savvy: Proficient in Microsoft Windows, Word, Excel and Power Point.
