JOB SUMMARY

This position will serve under the direction of the Director of Operations for Flagler Services as the Housing Specialist for Flagler Services, assisting clients being served with HUD and Rapid Re-housing subsidies. All clients receiving the services of the Flagler Housing Specialist will be served as part of a team approach and all will receive case management from other Flagler staff. The Housing Specialist will take the lead on seeking appropriate housing for clients and working with landlords and property managers to accept Flagler clients as tenants. This will require development of good working relationships with prospective landlords and the ability to negotiate with past landlords and creditors – all while working within a tight time frame. The Housing Specialist will also serve as an educator to both clients and staff about tenant/landlord laws and responsibilities. The position will be located at Flagler’s Housing Resource Center (HRC) in Petersburg.

ESSENTIAL JOB FUNCTIONS

Develop housing resources for homeless clients

Provide presentations to the Tri-City Association of Realtors and the Central Virginia Apartment Team
Recruit private landlords and property managers to participate in renting to Flagler clients
Meet with all subsidized housing providers in Crater Region, including Petersburg and Hopewell Housing Authorities and others to educate them about Flagler Services
Collaborate with other homeless service providers to maximize housing opportunities for all clients
Compile and maintain current list of landlords, including those who will take clients with specific housing barriers
Assist homeless clients to obtain housing

Assist clients to develop and/or complete a Housing Search Plan
Provide list of safe, affordable housing resources to clients for housing search
Refer clients to appropriate housing options based on results of Housing Barrier tool
Assist clients with transportation and talking points with landlords (script) as needed
Provide advocacy and negotiation with landlords/rental managers to facilitate tenant acceptance
Provide education and coordinate activities to ensure that clients understand their rights and responsibilities as tenants
Ensure that all units meet HQS and Basic Habitability standards including Lead Assessment. Follow up as necessary after client placement if housing issues surface
Provide follow up and intervention with clients and landlords to ensure that clients retain housing

Work closely with Case Managers and other Flagler staff to ensure smooth transition and good tenant/landlord start
Check in with placed clients and/or landlords as needed to ensure housing stability with regard to landlord/tenant issues. Report areas of concern to Case Manager.
When necessary, intervene in landlord/tenant problems to resolve issue(s) as quickly as possible to ensure client stability and to retain good landlords
Documentation & Processing of Financial Assistance (subsidies, other)

Prepares check requests for financial assistance including security/utility deposits, arrearages, etc
Ensures that Landlord/Tenant/SJV Rental Assistance Agreement is completed/ signed by all parties
Documents and maintains up-to-date information on services provided and funds expended in the Homeless Client Information System (HCIS)
Places and maintains up-to-date grant mandated documentation in client’s hard copy file

Required Qualifications:
Required: Bachelor’s degree in human service field Excellent communication skills and ability to work with a wide range of people Ability to work some evenings and weekends if needed Drivers License – good driving record At least one year experience of direct service working with homeless adult clients or similar population Experience/Knowledge: Experience/Understanding of issues affecting homeless families Experience/Understanding working with domestic violence victims Knowledge and practice using community resources and referrals Preferred: Knowledge of tenant rights/responsibilities and Fair Housing laws Ability to develop household family budget FLSA STATUS: Non-Exempt
